Dear Sir, hello. I can develop such a device because i have made a similar GPS tracker. The benefits of my device is that it is really protected from the vehicle mains, has a internal RF-modem to communicate with other devices, has 3 analog inputs with a auto-scale system. So if you wish some of this features additionaly to your main requirements, you will get them. I use an Altium Designer in my work. As a result you will get: 1) schematic in Altium and PDF; 2) PCB in altium; 3) gerbers and drill files to start manufacturing; 4) BOM file including Digi-Key part numbers; 5) free project support during 3 month. I will select any MCU you wish, even PIC. But I don't want to create software at this stage of the project. You may to check my last GPS tracker and it's features in the my portfolio.
