I'm an FFmpeg expert, please see in my reviews on freelancer. I'm a software engineer with almost 15y of exp. I can do all the tricks with FFmpeg and surely can produce a command or a program which plays/records whatever and streams it whenever you wish. I will need platform details and more details about the io device. I may also recompile FFmpeg if needed to compile some third-party drivers and/or codec into it if you need.
