James B. put some questions to rookies in the field. But to me u look like u already have some pointcloud processing pipeline (sensor->filtering->...->3D shape/volume/geometry) stages ready, planned, studies or at least heard of.
Each stage of this pipeline can be enough complex to be a standalone project here, u know.
First question is: what u really have done (tried) already and what u really require from a freelancer? The whole pipeline? (If yes, we'd like to hear requirements more specific than just a general brief).
Next come the algorithmical requirements: static LiDAR? How long is it on? Why both organized and unorganized data?, ranges and objects to be etected,...
Next come the tehcnical req.: What LiDAR, OS and SW enviromnent?,...
And: 750 Eur project? That's less than month work. Hope u don't have some nasty deadline ahead very soon ;)

C/C++, Linux, Windows, ROS, LiDARs with organized data (Velodyne,...), older static laser scanners with unorganized data.
