Need Help Standardizing/Automating Website Design Proposal System

Hey! I have 30+ proposals that I've created over the last couple years for my website design agency. The agency is growing fast & I need to automate my proposal process as much as possible.
Looking for someone to help me with a couple of things. Stage 1 would be:
1. Go through the 30+ proposals & make a list of ALL the individual services that have been offered & all the variations of those services
2. Group related individual services under major categories
With that info, I will notate each service with which of my team members will fulfill each service & assign a price to each service & any variations.
Stage 2
From there, what I'd like is to create a form that a client could fill out where they choose the services they want or any variation of those services & are given an automatic price quote. In addition, them filling out the form would automatically create to-do list for each team member as well as a to-do list for the client (like I need you to send logo, page content, etc.).
Stage 1 is pretty straightforward. Stage 2 will take some more figuring to work out the kinks. Not sure what this will look like price-wise. $50 was a placeholder. Let me know in your cover letter what you think it would take to do this!

Hi,
I have some ideas for how we can solve this problem. I do have some questions about what technologies could be used and how the implementation would go. For example, is it an excel file you want to have or an online form?
For Stage 1, I can go through the proposals and create the data set of the individual services that you have offered and what has been grouped together most frequently but i wont know how long that will take without seeing the proposals or the number of services.
I think it would be goo to chat about the requirements in more detail and give you my ideas

The low offered price is because I know my profile is new and doesn't have much of a reputation so I'm willing to work for less :)
I'm a Programmer by profession and coming fresh off a Data Analytics course working with multiple clients on varied issues so I think this is a very suitable task for me.
As for proposals for the second stage, I'm thinking of a simple web application with an underlying database that relates the services and prices. Initially the database could be manually populated with the list of services and the related prices. I admit I didn't totally understand what the generation of the "todo list" means. Happy to discuss that further.
