SharePoint 2013 web part

Looking for a developer with experience in developing web parts for SharePoint 2013 (on-premises). No other versions, only this one. I need this component to be installed in SharePoint 2013 sites and workspaces. It should calculate and show live data of how many documents are stored in Document Libraries (+ Picture Libraries + Infopath Libraries, but no other libraries), and sum the size in MB and in GB, showing in the format 00 GB + 0000 MB without leading zeroes. It should be able to receive as data (with method calls that can be updated multiple times) the allowed capacity as quantity of documents and as storage space in MB. So these 2 capacities and the 2 used capacity metrics should be shown in the component. Any time a document is uploaded, the data should be updated automatically. And should not allow the SharePoint site or workspace to receive uploaded documents once the document quantity limit or the storage capacity has reached, showing a good looking info modal, informing the allowed capacities and used capacities. Deliverables: Visual Studio 2017 solution with DotNet project implementing this SharePoint component. Also screenshots showing that it meets the requirements. Please submit your bids. Regards,
