-- updated -- Thanks for adding more info. What's the MCU using in your hardware? Totally different framework, complexity and skillset might be needed for diff. MCU and the project cost will change. To connect to PC, the hardware must have Ethernet port, WiFi or you'll need 1 more device such as Modbus Tcp gateway. -- end of updated -- If what you want is just the board with relays which can be controlled from computer and smartphone, I'd like to propose using ESP8266 which is a WiFi enabled MCU. We can add a web server to this MCU and expose Rest APIs. User can control the board easily from any web browser from PC or smartphone. The app can also be developed to control it as well. If you want to have a demo, I can setup a demo of my previous project and you will be able to access and control it via the Internet. The project is not only enable remote control, user can schedule turn on/off the switch. The board also sends out alert sms and email when some threshold is exceeded.
