Develop a data collection app

Need to build an android mobile application, that will help users to enter data (text and images) in Arabic and once the form has finished they submit it, so it sends data to our server. Our database and dashboard for the data collected are done already, all we need is the app as described above. Our blackened team will provide you with APIs to validate app records before it is submitted to the server. There are some verifications back and forth while entering the data in the app, First check: if machine number exists on the server or not: (1st check Yes) If exists goes to the second check. Second Check: if it belongs to this user group of allocated numbers or not (2nd check Yes) if belongs then the app accepts the number (2nd check No) if it doesn't belong it gives him the error message "this number doesn't belong to you" (1st check No) if a number does not exist in the database: it asks him to enter it again to confirm if it is the correct number (3 times confirmation) then if he keeps entering the same number, it opens a second field in the same screen so he enters it for the 4th time then takes him to the next screen.
