MAGENTO DIGITAL LIBRARY IMPROVEMENT

Dear Coders, This project is pretty easy to realize for an expert and reliable programmer. I need to improve my Magento Digital Library website. 1 - Install the latest version of Magento and make it run properly (update to do on my server) 2 - Change and display Default welcome msg! according to the languages (I need English and French) 3 - On the Welcome Page, I'll write a text in French and in English to explain briefly what I propose : Buy or Rent books and Magazines. 4 - The rental system is simple as is: The customer registers or open an account). After this first step he selects a number of books or magazines he wants to rent a month 1, 2, 3... (I want to be able to modify this parameter as I want => 2 books and 2 magazines a month, 5 books and 8 magazines a month...) 6 - ABOVE ALL I need a VIP feature that means some books or magazines will only be shown, displayed for selected, happy few, people. This feature will detect autoatically the happy few people when they will sign up their account. 7 - Payment system will be done by PayPal. 8 - The rental system will have two possibilities (according to my own choice) => Download or Read On Line Only. That means the coders will have to propose me a protection system (DRM ?) to display the ebook or e-Magazine without possibility to save or download it on [login to view URL] computer. IMPORTANT! We perfectly know Freelancer and how the market works. Because our VERY bad experiences by the past, we won't pay any milestones or in advance or escrow account until we CAN SEE first real and positive results. We want to work in confidence and not being stressed by coders who just want our money with no result! AND AND AND PLEASE DO NOT BID A FU.....
