Build a Website

Hi, I'm a Network and Systems Engineer looking for someone that can make a sort of online-CV, presentation page where I can add content about me, my skills, achievements, IT certificates, hobbies and what makes me different from others in the same domain. I'm thinking about a minimalistic website that is not the standard template copy-paste type, something that would be a bit out of the ordinary, dynamic and fun for the visitor. It should be easy for the search engines to index, pragmatic and not confuse someone that accesses it. I was thinking about maybe either with Bootstrap, or with Angular.js or with both plus some extra PHP maybe Mysql for storing the content data (if not too heavy weight for a simple CV presentation site). I'm open to any idea and would like to see beforehand: - cost involved - suggestions in implementing it (either via text how someone bidding would see it look/working or a simple paper/pen sketch)
