Convert a Landing Page Template to a Landing Page

I need the attached template to be converted to HTML. The HTML & CSS should be built in a way such that the design is responsive and shown correctly on tablets and mobiles as well. The attached is a JPG for reference however once the job is awarding I will be supplying the PSD/PNG design file, all final text and final images. The menu items should link to the same page correct area using anchor links. As what regards the structure, all assets such as css files, images, etc should be placed in a folder as the root and then one .html file in the root.
