Build an HTML document that looks like the attached Word document

I need to build a HTML mock up from json files. I will be using javascript from json objects. I will do this project in steps so I can control and evalute each step along the way. I may use the same freelancer for each step or I might change. I am more interested in good/fast/clean code rather that fast work. I know that I can open a Word document and save it as HTML and that is not what I want. The first stage will be page 1 of the Word document. I need javascript code that will build the first page into a div that has a gray border around it so it looks like the Word Document.
