Need to contact hospitals in Japan to find friends for special kids

We are a small group of parents with Autism spectrum disorder, Down syndrome and cerebral palsy. I have a short letter in English (may need to have translated it in Japanese), so to find penpals among parents having experience with special kids, special kids themself and, possibly, rehabilitologists. We want to understand current trends in rehabilitology and adaptation while connecting with people around the world - if you know great folks, actually, they may be in any location. I need help an administrative assistant who can help with reaching out to hospitals/rehabilitation centers specializing in special kids or having proper departments with the help of this letter or in a different way that may seem appropriate for you.
