Java tool (desktop program) - open to bidding

Hi nvembos, From what I understand is that I will develop a Java application which will take inputs Magset_ini file and some db or tables. The output produced will be Magsets_data. Of course there will be a logic on how we arrive at Magsets_data. If you could provide detailed description I can get a better understanding of the project. I may not have lot of review/testimonial to prove my talent but I assure you, you will be surprised by what I can do.
