Create a MVC App and TDD using RestFul Api

I am looking for a experienced developer to complete a task to consume a RestFul API and create MVC app to display results from the API, unit test all the code. The application should solid principles including dependency injection like unity. The application should be multilayered (Domain, Business Layer, Web, WebApi Layer, Data Access Layer) and should be using interfaces to be testable. This task should not take more than 2-3 hours and should not cost more than $20. The shortlisted developer will have to go through online test before I select him for this job. I have attached the details in the [login to view URL] The person should posses excellent skills in C#, ASP.NET, MVC, SQL, Javascript.
