Hello, You can't use Chrome Serial API from within a a web page directly. You need to develop a Chrome extension with certain permissions and the Chrome extension must be installed on the client computer that Chrome browser is running on. Also, this serial communications chrome extension must be designed such that you can communicate (call functions) with it from within any web page to control and read/write any serial port. Once the extension is installed, you can then access it from within any web page (front end) if you know how to communicate with it. I have worked on a couple of projects to allow any website to access the serial port through Chrome. If you like, once we agree on the price, I can send you a demo web page and a demo serial communications Chrome extension that you can try. It will probably take less than a week to develop the Chrome extension according to your needs + show you how to use it in your web pages. It will cost around 750 USD.
