Install mailman3 on Debian 11

We have a freshly installed Debian 11 VM that needs Mailman3 installing and setting up. It will use MariaDB for the backend database, this is also setup on a separate database server. The full mailman3 system needs installing and setting up so that it can be managed via the web UI. We would also like the steps taken documenting so we can replicate the installation on another server. The initial Mailman3 installation must be via the Debian package system (apt install mailman3). So the work is really ensuring all the right packages are installed then configuring it to work. The web server should be Apache2. The server should be secured. Access to the VM is via SSH.
