I am an IT networking and security professional with 5 years of experience in installation, configuration and troubleshooting of IT solutions and have setup switches, routers, firewalls, access points and others. In my opinion the VPN error could be due to: 1) ISP blocking IPsec traffic. This will prevent L2TP/IPsec tunneling. 2) Configuration issues on the VPN server. 3) The IPsec services on the Windows server need to be started or restarted. Specifically IKESEC and Policy Agent service. If possible, I could remotely connect to the server via TeamViewer or Anydesk and fix this issue. Else, if the VPN service error cannot be fixed, you can try another free third party VPN server software like OpenVPN or SoftEther. I can install and configure these as well. And they can be configured to run on SSL on port 443, which cannot be blocked by ISP.
