Make my current DW template a responsive template.

I have a website that is non-responsive and I am looking to have two templates built. All I am looking for is to make the current template, which can be copied from the current, into a responsive template. I am NOT looking for a site redesign. One template will be for the product page, exacting like the current template, but a responsive template and the second is to add a left navigation to the home page. The homepage template can be used, but the left navigation needs to be added. Once received I will take the template and create all of the other pages on the site. This will probably take a total of 2 - 3 hours to complete at the most for an experienced design. However, please don't bid on this project, if you plan on jacking up the price after I accept your offer. I have had three designers make a bid and I have spent the last 5 days discussing details with designers only to have them say the price is higher. Please contact me prior to your bid if you don't understand the requirements so your time isn't wasted. Thank you.
