Hair spray formulation

We are developing a new hair spray and need technical assistance. We are currently using AquaNet and would like to make an aerosol adhesive with similar properties, without using a chemical propellant, but instead using compressed air. This is a stationary operation and will not use an aerosol can. We would like to remove some of the ingredients such as the humectant and perfume. We are using this adhesive to glue cotton fibers together. The aerosol adhesives that we have found on the market are rubbery and we want a hard solid instead.
