need a snack delivery app with a website interface (PS: for serious real bidders only and paying after the delivery not before-Lots of bad experiences so far)

where a client can register then order from a list of snacks that offer delivery to his phone location. I want to give the option to pay CASH ON DELIVERY or to pay by a credit card gateway that i will set later. the app must be compatible with all major phones including iphones, android etc... it has to support english and arabic with a choice done once by every user of the interface. i want three kinds of users: 1- Admin for me to add stores setting their location on a map as addresses are not quite reliable here. i must be able to add as well opening hours (will make the snack show or nt show when a user wants to order depending on the time he is ordering) and add their radius of delivery in KM e.g. 5 or 10 or whatever they like! 2- Store manager who will receive orders coming to his store only without being able to do anything else 3- regular user who must register and verify his registration by sms code or by email. and he must be able to set his location on a map by placing a bookmark if his phone gps is not accurate (he can tell) and to add multiple address e.g. work, home ) i want the ability to connect the app notifications to my account on clickatell API to send sms messages when needed (still thinking about why use it for, maybe to notify the store manager and alert him twice of the delivery) i want push notifications that i can send special offers targeting users within a certain radius at the time of the offer only! (very important not to reach everyone)
