I can surely do that. I have good enough experience working with all the platforms you mentioned : arduino, visual basic and android. You are planning to use Bluetooth to interact with arduino or OTG cable?

I have done similar projects in the past, and I have knowledge to integrate Arduino to Android app, one method is to use Wi-Fi or hotspot and connection over UDP/TCP as per requirement.
