I have clients that submit a file to me in a zipped format or tcl file. To be able to extract the file from a zip would be ideal. Using the TCL file I need to extract the data and convert to a MySQL database so that the clients can review the file they submitted and make any changes via the website. Additionally I will need to be able to export selected teams in 1 file, so a conversion process would need to be developed.

This seems to be a fixed width column type of format, I would make this project in python for simplicity but can be done in another preferred platform too. I have done many parsers even for more complex formats and worked with mysql databases too. I read and write English language fluently. I provide further support after completion.
