I can deliver the solution in Python in day or two. I need more information on the XML structure; and whether each line is a separate xml or whether a single xml record spans many lines? (as for the latter, it needs some pre-processing before it is sent to processor for xml to csv) I can assure you of a quality work and in-time delivery.
