PLEASE READ CAREFULLY: I have 10 seconds of footage (relatively static) that needs to be enhanced (see link / pic). It is an outline of a back tattoo that needs to be "brought to life" by manipulating the outline to look electric and/or a cool, interesting effect. The idea is that the ink used to tattoo the back is somehow super power enabling. Please reply with an example of what you can do and then, based on best creative idea / execution, I will award the project. Thanks guys!
