20110413 Magento shipping module matrix

I need a custom shipping module for a Magento shopping cart. We have unique shipping prices for each product. The shipping price for each product is determined by the user postcode. We use 22 zones with multiple postcode ranges and have one shipping price per zone. The zones need to be editable in the backend. Shipping prices in each of the 22 zones needs to be tied to each product. Ideally, the zone prices for each product can be updated by csv import. We also need some simply rules for multiple quantity purchases. Like a standard discount for more than one. I also need a link on the product page which will open a popup box. The box will allow the user to enter a postcode and get a shipping price quote. This should be done in ajax so it auto updates. I need this project completed quickly please.
