Freelance Bidding System like Getacoder/Getafreelancer

We want a Freelance Project bidding site which will be integrated with one of our existing sites. This should be built using [login to view URL] with c#.net language and sql server 7.0 as back end. Pls take note that we need it only on SQL Server 7.0 as our hosting plan supports only this. The site should have similar functionality as in GetACoder and GetAFreelancer with an option for escrow payment system. The financial transactions will be handled throug paypal. The buyers will be able to pay using credit card and the programmers will be paid out by paypal only for their payments if any. For the part of admin, look at [login to view URL] for getting some ideas. Only programmers who have some experience in similar areas bid here. I cannot spend too much time explaining things. I am new to building such a system. So any good suggestions are welcome. After a bidder is chosen, a full round of discussion should happen thru emails/chat for a clear understanding. They should provide with a good doc explaining the process, table design, a non working prototype(screen design) and plans of generic functions should be provided. This will make both of us clear about doing things. After the coding is complete, I will personally test it on a local desktop. After this is found stable, this will be uploaded to the site for testing. Coder should also participate in this testing. I have attached a doc which explains some important things which should be a part of the system. Pls go through it. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
