Create web application for online data storage

Hi, i need a freelancer to do the following : 1) Frontend website and web application GUI will be designed and provided for you to convert into code. 2) You'll need to create a web application that allows users to register and upload a variety of files onto our site (data files, MS Word, Excel, Powerpoint, PDF, Videos, Audios, Emails etc) 3) Ability for user's to send time-delayed email from our system to designated persons and allow these recipients to access the user's uploaded files. 4) Ability for us to charge a monthly subscription or one time payment using paypal or credit cards.
