VOIP Web Programming

Hello Programmers, I've a Broadband Phone system, What I want is I need software based in PHP Using mYSQL which will allow me to use my Broadband phone system via the web and will also offer a system where user can simply signup for the services. Main Features : User visit site signup for the rate plan Pay the price using Paypal Payment Gateway either monthly or one time fees. Start using service immediately after siging up the service, the user must used my Broadband phone service the one I've with LINGO. Call must be free in US/Canada & UK for dialing outside those location the software must not allow the user to dial either for Instance INDIA or Pakistan or any other country outside US/Canada & UK if they need to call outside those territory than they have to signup for additional plan where they may called anywhere in the world and the price for those destination. Everysingle features must be customizable and managable via admin interface, user must buy the rateplan according to the Minutes. I've the following Server Dual Intel Xeon 2GB Ram OS - Linux Redhat 3.0 Enterprise. Now simply you need to ask me if you need anything regarding this project, I do have the Broadband phone adapter which comes with my Lingo Provider.
