MEMBERSHIP ONLINE TYPING JOB WEBSITE

I'm in need of someone who can design a MEMBERSHIP SITE for me. The site is going to be an ONLINE TYPING JOB MEMBERSHIP SITE. The site will test the intending member's TYPING SPEED whether they can type up to 45 WPM (Words Per Minute). Once the visitor is tested successfully, he/she will be directed to a payment page, where he/she can now make the specified payments on the site, after payments, the account will be automatically created with user authentication (via e-mail). If that payment pattern is too hard, after 45 WPM testing, the visitor should be directed to a secure page that contains the Bank Account Details of the Company, where he or she can now pay to the Bank locally and send the teller via email that will be provided on that secure page. Upon completion of these processes, the Admin can now create a USER ACCOUNT for the visitor. The admin will be able to upload documents to the INDIVIDUAL USERS with their different information/tasks (the documents can be in .pdf, .jpg, .jpeg, .docx, .doc format). Each user will have their secure account on the site where the Admin can send information/tasks to be completed. The users can now DOWNLOAD THE TASKS to their PC and work on them locally, upon completion, the users can now upload them to the Admin in a Specified location through their accounts in document format (MS Word i.e. .doc or .docx). MEMBERSHIP TO THE SITE WILL BE FOR ONLY 2 MONTHS. NOTE: In this Country, we don't make use of PAYPAL. We only use INTERSWITCH (Verve, [login to view URL]), MASTERCARD and VISACARD respectively. Any other additional Idea will be most welcome. I NEED A SEASONED, EXPERIENCED AND QUALIFIED WEB PROGRAMMER TO DESIGN THIS SITE, PLEASE!!!
