Gift & Loyalty Card Cloud Based Application

I would like to have designed and created a Gift & Loyalty Card Platform which is in the Cloud. Retailers could sign up on a subscription basis to use the service and they could Administer their own program and setup their individual stores or franchisees to use the sub-system. Retailers can custom design the interface and integrate it into their own website to give the feeling they own the system. The card holder (retailers end customer) can login to the system with a limited user level and check their gift card balance or check their points accrued balance. I as the owner of the platform would be able to sell either the Gift Card only, or Loyalty Card Only application, or both to a retailer and they themselves could register a new card holder and enable either Gift or Loyalty Applications or both. The Gift Card program would need the functionality of loading a value onto the card number in the database, and a spend function. Plus transaction history. The Loyalty Program would need the functionality to add points based on rules, for example Card Holder gets 1point for $1d spent, or 2points (should be definable by administrator). The system will need to have a way of connecting to a USB Magnetic Stripe Reader and access the Unique Card Number off track 2 (for example). When i swipe a card on a USB Magnetic Stripe reader with Notepad open, it will simply dump the alphanumerical contents of the information on the Magnetic Stripe. (im guessing some of you developers won't have experience with this, but i do). There should also be an option to manually type the card holders card number directly into the User Interface, to save scanning the card if the Magnetic Stripe reader is broken etc. I am looking for a very clean and simple system, which should also have a sophisticated number of reports which can do the following for example Card Holder Transaction History Report (adjustable start and finish date) Retailer Transaction History Report (adjustable start and finish date) Retailer Reconciliation Report (shows how much money was loaded and spent accross all retail stores) For example card holder 123 loaded $50 at Retail store 1 and spent $20 at Retail store 5 and a further $30 at Retail store 8) I am happy to receive a proposal with the first milestone being allocated specifically for the design specifications of this project, and the balance for the completion of the project.
