VB.NET .dll

Can you make a .dll with methods for sending messages and events for notifying of incomming messages? The messages will be sent over TCP/IP. There are about 16 different messages that can be sent with about 16 corresponding messages that can be recieved. These messages make up what is called SIP "Standard Interchange Protocol". There are 2 documents attached to this bid request that describe the protocol in detail. It's not a very big protocol. Have a look and tell me what you think. Don't be affraid to ask some questions!
