Application to notify administrator by SMS

I will need an application where I can setup triggers for some events in the operating system. For example I have a list of many events in Windows, and one of them is “reaching quita limit on drive c:?? in case this event happens , and there is a check mark near by this event it will trigger an SMS message to go out that will notify the network administrator about this event. This software should be able to work on the following windows version: Windows 2000, XP HOME, XP PRO, and Server Versions. The purpose of the application is to notify the Administrator about changes made on the workstation/server. I want this application to be able to track as many events as possible, please let me know what you can offer. Also, ability to track events by user. I will pay more for additional features.
