R-project: revise S4 object definitions and build executable program for clients to load data into S4 object

I work as a fire department consultant and am trying to streamline my data collection and analysis through the use of R scripts and libraries ([login to view URL]). I have already written S4 class definitions for two types of fire department data I typically deal with. I would like to submit these S4 class definitions as CRAN libraries and could use some help refining the code prior to submission -- basically somebody to proofread what I have and provide comments, suggestions, and a bit of guidance for me to improve the code. One of the S4 data types I have created is called CAD (for Computer Aided Dispatch data). Although most of the fire departments I deal with collect the same data, it is rarely stored in the same format. I find that I spend a lot of time with sending data back and forth with clients trying to get the right data. I would like to contract somebody to write a piece of executable code that could be sent to a client allowing them to verify their own data. Typically the data is sent to me in either Excel spreadsheet format or as a .csv file. I would like to send clients a .exe file that would prompt the user to specify the location of their .xls or .csv file. The program would then access the specified file and create a "CAD" S4 object from the data. If the operation fails, the program would try and let the user know what was wrong (i.e. wrong headers, no data in certain column of spreadsheet, et cetera). If the operation succeeds, it the program would provide a "CAD" S4 data file for the user to email me. I have pretty good experience coding R and did take a bunch of computer science classes as part of my systems engineering degree. Although I am definitely not an expert programmer, ideally this project would be somewhat of a collaboration between myself and and the selected programmer. Ideally, I find a programmer that can 1) provide some guidance with respect to the R code I have already written and 2) has the know-how to embed R code into an an executable file as described above. I am open to the idea of using a fixed cost for developing the executable program and eventually moving over to a per-hour fee for help looking over my R code as I continue to develop my own R scripts and libraries.
