Application to Send SMS Text Messages

I want to build a Windows executable file to run on a home PC or web application (less desirable) that communicates with database server (Unix) that will interface with a group of my android cell phones running applications serving as gateway which will send spun configurable text messages that include unsubscribe links to USA phone numbers. The db management interface will have the ability maintain and schedule lists and avoid duplicate contacts. Will be able to upload a list of phone numbers with corresponding names to personalize each message. This coding will need to address the optimized for approach for getting messages out to through all of the various ISP's to avoid blocking.
