We are two college graduated from Nacional University of La Plata. We have been developing PhoneGap (a cross platform framework for mobile devices) applications for two years now. We work with the Ionic framework mostly and can develop almost anything on this platform. We have just build a barcode scanner app for one of our clients, so that wont be a problem. We also work with Bootstrap templates, mostly on PHP for the backend as you mencioned, so there will be no problem about that We would like to hear more about this app you wanna make! I hope we work together. (We can handle translations)
