Build an attractive Website in wordpress. -- 2

Hello, I would like to have a new website. It should have menu - submenu format. It should be responsive so as to access on various devices like smartphone, tablet, laptop and similar popular devices. The theme should not cost anything. ( NO subscription / renewal ) The theme selection can be from categories like - Blog / Miscellaneous / News. The contents can be text as well as photo and video galleries. The menu / submenu can be something like -- menu --> about us, express, photo gallery, video gallery menu --> express ; submenu ---> poetry, review, analysis menu -> photo gallery ; submenu --> domestic, international When 'domestic' submenu will be clicked, the page should show the thumbnails of available photo galleries. By selecting specific thumbnail, that particular gallery will be displayed. Similar for video gallery. There should be provision to write the text for each photo / video. ( For example - a photo and text as 'Opening Ceremony of ....'.) The plugins used should be free. Those should NOT be paid / subscribed. Those should not show watermark / cross-link to other websites. Alongwith the setting of website, I would like to have the procedure / documentation of creating menu / submenu system, creating / editing of gallery and other related information / details to operate the website. It is preferred, if you can provide earlier projects / websites done. Thank you.
