Create a Wordpress Plugin: Set max limit based by business/store

I have a website, which is basically a food delivery service. It uses WordPress with a theme called "Business Finder" and some plugins (being WooCommerce an important piece) installed and activated on it for the website to work. Now, I would like to limit the restaurants from where customers can buy food from. The reason I want to avoid that the same customer buys a pizza from one restaurant, some salad from another one and a dessert from a third business, etc, etc. So far I could not find any plugin or similar for implement that limitation. I am thinking mainly on a plugin that allows me from the WP backend to: 1) set the max limit of resturants a customer can order his or her food from on the same purchase 2) increase the shipping price if the customer wants food from different restaurants. This could be done in two ways: the first I set a fix price for the order, independently if it is a purchase from two or X different restaurants. OR (this is what I would prefer) the price gets increased on a fixed amount of money for each different restaurant. For any of those both scenarios, I need to be able to set the amount of money from the backend. I hope it is clear enough for you guys.
