Create a Wordpress Template

1) It must be responsive. 2) Each page must have the site title / name at the top and clicking on it returns you to the front page. 3) The front page is a a grid of recent articles, with image, if there are images in the post, just the title if there are no images. For small screen widths, it is acceptable to be a single column. 4) Beneath the title banner, a spot for an ad. The ad should be selected based on screen width. In other words, there will be several banner ad widgets, and the theme should select the appropriate widget based on screen width. It is acceptable to code for just 3 or 4 banner widgets, perhaps named: Wide, Medium, Narrow, or by max pixel width of an ad that can be displayed. 5) There should be a shortcode (perhaps called [Card]) than can be used to annotate the post. 6) For desktops, the post content should be displayed in a semi-fluid column, there should also be the option for a column which can be displayed on the left or right of the post. There are 4 column widgets: Side-Top,Side-Bottom, Side-Left and Side-Right. Side-Top and Side-Bottom are the full width of the column and appear at the relative top and bottom of the column. The Side-Left and Side-Right are each half the width of the column and would appear side by side if both used. They would also appear below Side-Top and above Side-Bottom. 7) For mobile, the display would be 3x5 index card-style as a single column. Each "card" of information would be what is demarcated by each [Card] short code. Navigation could be by a swipe or by arrows or Next / Prev buttons. The idea is that the author will demarcate the code into readable chunks. If there is more text than fits on the display, it must allow vertical scrolling. If there are no [Card] short codes, then the post is displayed as a single scrolling column. There must be an option that allows inserting an ad block every so many "cards". The ad can be navigated just as the card. 8) There should be a print option. Printing should print clean post content. 9) As a bonus, it would be nice if the backend editor can be modified to allow editing each "card" individually. For example, there could be an "Add Card" button which adds another editor section. The editor should allow drag'n'drop of images. Images should be centered and block, not inline, no text flow. Additionally, if the editor encounters a post with the [Card] short codes, it automatically breaks up the text into separate editable pieces. This functionality would be similar to how the Wikihow backend editor looks. I am not sure what this will cost, so disregard my budget selection and give me an honest appraisal. Items 1 through 8 are mandatory, item 9 should be bid on as an addition.
