Create a Wordpress Template

Specifications for wordpress site. The site is for a residential building. I require general home page, but restricted information pages for residents only. I an envisioning a login area for the Residents (also may want to separate login for owner residents and tenants). A separate login for committee members. Both login pages need email access for communication. I would like to add a news section to the home pages of each of the logins front page e.g. we have a bulletin board in the basement which this in time would replace. The committee section needs to have an area for listing works being undertaken, by whom and the progress of the work. This area would allow committee members to create and share indexed meeting agendas, minutes and documents and provides your members with a central location to collaborate and stay connected between meetings. We need to be able to upload documents to a document library in this section e.g. Bi-Laws, past minutes, prefer if a schedule to calendar could be included in the email notification of a meeting (but this could be adapted later.) 
Process flow 1 Create agenda (template ), invite guests, upload any necessary documents (or refer to them in the document library) notify members via email of the event. 2. Hold the meeting 3. Create minutes (this is currently outsourced but I would like the option to have it done in house); add action items and allocate to a committee member or other; defer/park items; notify members e.g. send minutes via email or notification that the minutes are complete and available in the document library in the committee only area. 4. Committee members then can view/discuss minutes (can be communication via email) update tasks; request agenda items for next meeting; view any deferred or parked items, see progress of any assigned tasks. The Residents login area should include a Maintenance Log which is visible so that any reported incident/maintenance has already been reported and the Manager should be able to add a comment on the progress. The residents area needs to have a section where the bi-laws can be explained and a full copy of the document be uploaded to say a document library. I would like to add a booking calendar for the function room, tennis court and pontoon which would need to be show vacancies and allow a requested booking time which would have to then be approved by the Manager as there are limitations to the length of time which each of these could be booked out. I would also like to enable feedback from the residents to both the Manager and the committee.
