Dear customer, I can create a client/server application using Microsoft technologies. I will create a client application, using a Windows 8 Metro style, the connects to a remote server where is stored the database. The database will be Sql Server Express 2014 (free version) and you will be able to connect upon +/- 200 user at the same time. Access technology is not the best solution for your needs. I believe you should definitely go for a web-based approach. You can keep access as your main database, for the user interface should be web-based. It will save you a lot of work from installations, maintenance, upgrades etc...
