Develop a web-based interactive map to be used in a mobile app

Develop a web-based map that is mobile friendly so it can be pulled into an app platform and used in a mobile app on phones and tablet/ipad. The map and data will be on a url. Must be user friendly and modern / visually appealing. Open to the idea of using/integrating with an existing system to achieve the functionality I have in mind (if that's easier/better/more efficient/cost effective/etc). Functionality of Map: - show users current location when they open the map in the app and shows any pins that were posted within approx 100 kms of their current location in the past 24 hrs (pins automatically disappear 24 hrs after posted). - allow user to add a pin to the map (the pin will appear on the map at their current location). - pin will have info associated with it, which will show in a pop-up box when the pin is tapped (always have the time by default; option for users to include text and/or photo when posting a pin). Other Functionality and Backend Setup: - users need to create an account the first time they load the map, and the system will remember them so they don’t need to log in every time. ? create account / login using facebook or email. - ability for admin to suspend a user's ability to post (make a user “view only” if needed). - ability for admin to remove a pin and its associated content (text, photo) if needed. - ability for admin to see user activity (registered users, user posts, etc. With filter/search ability of the database/info – for example, search by user name, email, area, time, date, etc). - ability for admin to see pin trends (eg, search an area of the map and see how many times a pin was placed within that area during a certain time period) Possibly: - option for admin to add a pin anywhere on the map (not necessarily the physical location of admin at the time). ? define by coordinates or by clicking/tapping the map where the pin is to be placed. - use a customized pin (icon) that I create. - ? possible to notify users if a new pin has been placed within 5km of their current location. Ideally this would be done like a push notice, but I’m not sure if/how that will work since I’ll be using a platform for the app and pulling in the map as a url… Great communication in English and attention to detail preferred.
