Manage my Server and Interspire Mailing system -- 2

I have an email management software on my servers and I need the IP address to kept clean. I DO NOT NEED YOUR SERVERS OR SOFTWARE My delivery rates are poor and it is not the email content. It is because my IP address keeps getting blocked. I need someone to take a look, clean it up and maintain it regularly so my campaigns get a better rate of delivery. I want this to be kept clean on an ongoing basis. I will pay a Monthly fee best offer near $100 per month. I need someone to (a) Give me list of tasks that they will do. (b) Tell me what benefit that will give for email management. (c) What information will be required from me. (d) When they can start (e) How often will they check my system for efficiency and blacklist (f) Can they build list as well (not important. (g) Payment on Freelancer DUE TO THE DELICATE NATURE AND CONFIDENTIALITY YOU MUST BE A REPUTABLE COMPANY / PERSON WITH REFERENCES THE CORRECT KNOWLEDGE. You will also sign a statement that if you cause any damage or copy the mailing list or abuse the system in way that you will be prosecuted in your place of residency. This is very important as we need a very trustworthy person to this.
