Hi, I understand that you want a php script which can import data from multiple xls files into a mysql relation tables along with a frontend to manage those data. We will be using the common column as the foreign key for tables to import correct data to correct table mapped with correct user. If required, then we can also reformat the excel or will give you instructions to structure your excels in correct format so that script can import to mysql db correctly. We will also write script to handle new ids, script will check if a id already exist, if not then it will insert the record into master db.
