Build a Mini booking marketplace site

The project is as follow a small booking site where users can book local contractors base on the contractors availability . user can book up to 3 contractors per job posted. This project is very much similar to taskrabbit,com cleanly,com gosmith,com The booking notification we will use twilio,com or plivo,com all user can book for free payment users will pay the contractors offline not on the site at this time We are also little flexible on framework, Laravel 5.2 or 5.3 is ok or ROR - meteor- wp-CI-Yii- cakephp- zend- UI UX design we like simple but clean design the simpler the better. There is some open source help around just why we need this to be mix of it when possible to speedup time. Contractors reg- pay basic membership for every 3 month- so that there account stays active - package is as follow - pack 1- 10 alert via text - email alerts are free - pack 2- 20 alert - pack 3- 30 alerts, Each alert is one credit - on the alert will be - the job category - number - time to contact the user little bit about the job and will say if is normal job - so on. see above.
