PHP Plugin , MySQL database

The task is to write a plugin for this open source PHP forum script, [login to view URL], by installing which users can select a category and post their questions publicly. The goal of this plugin is to provide a feature so that administrator users can create their own private category by uploading an excel file which contains the information and email address of those users who are going to be accessing that forum . The plugin looks at the email address and if that email address does exist, that means that user is already in the system and the plugin sends an email to that user saying "you have been added to this category ( at this address: https://…)", otherwise creates a new user with that info. If the user does not exist, the plugin sends them an email with the same message as for existing users, plus their unique link ( unique to this email) clicking on which will take them to a page to create their password We would like to pick the right candidate that we can work with on other projects as well please install the script and take a look so we can share more details.
