Private torrent tracker and software that automatically indexes the listed files

Looking for some kinds system/package. Basicly we have lots of homemade videos and the whole family is spread across the country. I need some sort of system that would allow us to share with each other these videos privately and over the p2p protocol. This is how I imagine it: Android media player: has video player program or simply a list of files. Once user selects to play one of the files then program connects to tracker and downloads this file from all other members of the network that have this file. As soon as download started player will play file as it comes in (torrent streaming). Once file is downloaded it stays and seeds so rest of the family members can get it faster. Once any user on the network puts new videos into a specific folder on their device then torrent gets automatically created and reported to the tracker. Then the list of all the files gets updated and now freshly added videos are accessible to the rest of the members. It would be nice to have some sort of thumbnails or gallery like interface :-) As far as I know there are small bits and pieces of the software that do small tasks that I need but I have not been able to find one complete package that does it. I found some php private tracker code and I was thinking of putting it onto the website and httpd password protect the site so only user that know the password (hence the family members) can connect to tracker to get the files index. In regards to android devices I remember seeing kodi/xbmc plugins that torrent stream but they require torrent file or magnet link which is a drawback since i need this to be automatic. Please place your bids and ask questions to clarify this further, I am sure that I have missed something :-)
