Thank for posting the requirements over the Freelancer.com. There are few queries: 1. Is the functioning of the application be same for both Android & Web? Web application should be used mainly for this job, and there should be relatively less role of Android app. Could you please clarify the role of Android app. 2. There is no mentioning of Searching facility in the requirements, but it should be must. Is it needed? 3. Who will be the targeted user? Is this application for the external customers or it is developed for internal employees Agent/Brokers to keep tracking of the properties being rented or sold? 4. What is the business significance of the application? As we are trying to register many companies within the one application and within company we are giving admin rights. We shall develop this tool/web application in PHP/YII framework with MySQL being the backend database. Looking at the requirements, it seems we would need further round of discussions to understand them better. But, as it requires Android app too, so the budget will be more than what is mentioned. I will use PHP and MySQL for the web site. In PHP I use Symfony Frameworks. I read the document. You only describe web Functionalities? Will be good if you specify which functions belong to Web site or to Android Application.
