Update WP website with new Theme Limited Budget

My current theme for my website at: [login to view URL] is quite old and no longer supported. So I would like to select a new one that will work with my content. We publish loads of articles on our website with photos and videos. I have done most of what you see on this website from creation, maintance and all of the articles you see with the photos and videos it is time to update because it doesn't show properly on mobil devices. The theme is now problematic because it is no longer supported and I need a new one that can handle todays challenges. I have seen some interesting Wp thems on [login to view URL] some are magazines, that really don't appeal to me while others are more photo or business related. We have another site at: [login to view URL] which is our member website and some of our members do publish some of their articles on this website. Please view this site to get some idea. Our IMPress Magazine helps us get new members so it is important to get this updated and looking modern and shows well on a phone. Once this is done we would like to update our International Press site if that is possible. I have built all these sites myself, but now a bit older and not up to date on starting fresh with a new site. So I would like someone to work with me on this project. Someone that can transition my current IMPress site to a new theme properly with my necessary plugins, and if necessary can hire a graphic designer to redo any necessary art. I have many thousands of photos and over 300 videos with millions of views on YouTube so can use much of this as necessary. Limited budget of course as we do not earn any money from the IMPress website, but just added Google Adsense to try to generate advertising revenue in the future so I want to be sure it is set correctly to generate the right size and placement of the ads...not a big deal but this person should be able to do this fast.
