421 redo of current OSCommerce site

Current live site using highly modified OSCommerce - I am looking for an expert in online shopping ecommerce solutions to suggest and implement the best and most cost effective solution to redoing the site. Main concern is PCI complinace - if you are not extremely well versed in what PCI compiance is PLEASE do not bid on this project. The main reason for redoing the site is to bring it 100% into ALL PCI compliance rules and regulations for the US. The site will be revamped to include regular pages that will reflect the landing page of the site - these pages can be simple html or php - whatever is easiest as they will not be directly selling merchandise. The inner pages will be an introduction to the different areas of our business, like an inner landing page, that if the site visitor is interested then they can proceed into the actual shopping cart/ e-commerce section of the site to browse, search, buy products. These pages will be modeled on the landing page - the landing page will be provided in PSD (photoshop). Several other pages in mock up form have been completed however it is not a requirement to use them, you have freedom to design whatever looks best and is easiest to implement with the back end. The products sold are usually customized so options will need to be available (such as size, color, other options) as well as the ability to add names, pictures etc (upload function) to certain items. All this is current;y in place with the OSCommerce cart that has been modified through various contributions from different developers (most from the OSC contributions site). There is no requirement to keep OSCommerce however it is OK to do the easiest "fix" you recommend if you are comfortable with another solution or wish to keep OSCommerce. Whatever solution is used will need to be flexible, customizable (OK to use templates if needed for the backend shopping cart area). There is a requirement that the site code be standards compliant across all main browsers (IE6 up, Firefox, Chrome, Safari).
