Cost quoted involves the modelling of the eagle and topology cleanup of intersects etc... As there's likely to be with the feathers which can only really be merged after posing. I would create a general purpose posable model to start of strictly sparse quads with crease hints and no bevelling followed by Baked SubDivision and sculpt.
